UXO Program Lead Position

Sky Research, Inc, (SKY) is a technology focused company seeking a UXO Program Lead to work on environmental investigations documents, bids, and military munitions response projects throughout the United States. The successful candidate will work closely with senior management and technical staff in the execution of multiple projects in various phases of the investigation and/or remediation process. This is a dynamic position requiring experience and strong writing, organizational, communication, and scheduling skills. Flexibility and adaptability to shifting priorities is a requirement. The position will require travel to support SKY field work and meetings.

SKY's founders have provided over 30 years of aviation and technical expertise in the environmental remediation industry. SKY routinely executes projects that combine advances in research and development with proven methodologies to solve problems with Munitions and Explosives of Concern (MEC) at operational and formerly used military installations. SKY also supports research and development in improvised explosive devices and explosives detection with a variety of DoD agencies. Offices are located in; Ashland, OR; Centennial, CO; Hanover, NH; Boston area, MA; and Vancouver, BC.

ESSENTIAL FUNCTIONS:

  • Must be able to fully perform all functions up to a Senior UXO Supervisor (SUXOS) as defined in DDESB TP-18 - Minimum Qualifications for SUXOS.
  • Prepare Explosive Site Plans, Explosives Safety Submissions, and After Action Reports, per all applicable guidance.
  • Assist proposal development with technical approach, production rates, pricing, and risk/hazard analysis for UXO operations.
  • Supervise the conduct of all on-site UXO-related operations, and inspect and certify all munitions debris as Munitions Determined As Safe (MDAS).
  • Lead SKY's UXO Department and ensure adherence to quality and safety requirements of the DoD.
  • Provide UXO technical leadership to project management and technical staff on UXO related issues.
  • Assist Human Resources to hire and train internal UXO personnel, and cultivate relationships with external firms and subcontractors to form successful UXO teams.
  • Oversee the maintenance of equipment and documentation associated with UXO operations to include demolition kits, ATF permits, blaster's license, training certifications, and applicable storage and transfer of explosives permits
  • Plan, coordinate, and perform the on-site destruction of MEC, and handling of demolition materials.
  • Perform work compliant with all Data Item Descriptions, regulations, and guidance issued by the DoD.
  • Prepare and maintain standard operating procedures for on-site munitions response activities
  • Lead multidisciplinary teams.
  • Perform other assignments as directed.

Requirements

  • Minimum 10 years of experience required
  • Strong understanding of UXO regulatory framework and customer requirements
  • Specific experience preparing Explosive Site Plans and Explosives Safety Submissions
  • Strong writing and communication abilities
  • Proficiency in MS Word, MS Excel, MS PowerPoint, and MS Project
