Page 1-3, paragraph 1-5, EOD staff officers.

     1-5c.  Add the following at the end of the paragraph:  Within 
HQ TRADOC, general staff supervision of the TRADOC EOD program is 
exercised by the TRADOC EOD staff officer, Operations Division, 
Deputy Chief of Staff for Operations, Readiness and Intelligence.

     1-5d.  (Added)  Commanding General, US Army Missile and Munitions 
Center and School (USAMMCS) will designate an EOD staff officer as 
primary point of contact for coordination of EOD related functions 
performed by USAMMCS.

Page 1-4, paragraph 1-8, EOD Coordinating Group.

     1-8e.  (Added)  The TRADOC EOD staff officer, or designated alternate, 
will represent the CG, TRADOC at Department of the Army EOD Coordinating 
Group meetings. Other TRADOC staff offices or agencies having a direct 
interest in meeting agenda may, upon coordination with DCSORI, be 
invited to attend coordinating group meetings.

     2-5a(1)(a)  (Added)  CG, USAMMCS will review programs of instruction 
(POI) for EOD basic, special, and refresher training annually. Recommended 
course revisions will be forwarded to HQ TRADOC, ATTN: ATTNG-PR-P. An 
information copy will also be forwarded to the TRADOC EOD staff officer 
(ATORI-OP-SW).

     2-5a(1)(b)  (Added)  TRADOC EOD staff officer will coordinate all 
EOD common-type training course revisions with the DOD EOD Technical 
Training Acceptance Board (TTAB).

     2-5a(2)  Add the following at the end of paragraph:  Proportionate 
share will be based on Army student programmed input as compared against 
total service inputs. Anticipated Army manning levels in support of 
US Naval School EOD that fall below "fair-share" requirements must be 
mutually agreed upon by CG, USAMMCS and US Naval School EOD.

     2-5a(3)(a)  (Added)  CO, EOD Training Detachment #1, at US Naval 
School EOD, in coordination with the TRADOC EOD staff officer, will 
represent the CG, TRADOC as principal Army voting member. Representative 
member is constrained from establishing Army EOD training policy, but is 
to assure that policy, as established by USAMMCS and approved by HQ TRADOC, 
is being met.

     2-5a(3)(b)  (Added)  Liaison will be maintained between the Army 
TTAB member and TRADOC EOD staff officer on all matters regarding 
training policy and management which affect EOD training. Copies of all 
meeting notes, minutes, acceptances, and nonacceptances will be furnished 
HQ TRADOC, ATTN: ATORI-OP-SW.

     2-5a(3)(c)  (Added)  CO, EOD Training Detachment #1, will maintain 
liaison with the CO, US Army Technical Detachment, for exchange of ideas 
and information to insure that the Army's EOD requirements are satisfied.

     2-5a(5)(a) (Added) TRADOC EOD staff officer will furnish FORSCOM 
a proposed schedule of EOD training and evaluation quotas at least 90 
days prior to the beginning of the fiscal year.

     2-5a(5)(b)  (Added)  CG, USAMMCS shall--

     1. Establish an EOD unit refresher training program to accomplish 
the following:

     a. Provide all FORSCOM EOD operating detachments instruction on 
conventional, chemical, and biological munitions and improvised explosive 
devices. Emphasis will be placed on newer munitions systems, revised 
render safe procedures, and an overview of older systems.

     b. Provide FORSCOM EOD detachments, designated as nuclear weapons 
disposal support, detailed render safe and disposal procedure training 
on all Army nuclear weapons systems.

     c. Provide FORSCOM EOD detachments, designated as nuclear weapon 
emergency support units, emergency render safe procedures training for 
all Army nuclear weapons systems.

     2. Conduct biennially, an ARTEP Level 3 formal evaluation of all 
FORSCOM EOD detachments. ARTEP 9-520 will be used as a guide for the 
evaluation of the detachment's current mission. Tasks 7 through 11, 15, 
and standards on Personnel Decontamination Station (PDS) and Contamination 
Control Station (CCS) operations will not be evaluated.

     3. Provide support requested by DA or FORSCOM Inspector General 
during nuclear surety inspection (NSI) or Technical Validation Inspection 
(TVI) of EOD detachments designated as nuclear weapons disposal support. 
The nuclear phase of the ARTEP evaluation will not be administered to 
those detachments which undergo a DA or FORSCOM NSI or TVI.

     4. Submit reports on ARTEP results directly to the commander of the 
appropriate EODCC with an information copy provided to HQ FORSCOM, 
ATTN: AFOP-COD.

     5. Provide necessary administrative and logistical support to EOD 
detachment during evaluation and training period.

     6. Prescribe and publish administrative requirements to be 
accomplished prior to the detachment's arrival at USAMMCS. Requirements will 
be coordinated with HQ FORSCOM, ATTN: AFOP-COD.

     7. Prepare a fiscal year listing that reflects the dates when 
FORSCOM EOD units can be scheduled to attend ARTEP and NSI or TVI at 
USAMMCS. Subject list should be forwarded to this headquarters, ATTN: 
ATORI-OP-SW, so as to arrive in sufficient time to allow compliance 
with the 90-day time constraint at paragraph 2-5a(5)(a), this supplement.

     8. Conduct individual EOD Chemical Phase I training in accordance 
with training objectives and criteria established by DOD EOD TTAB.

     2-5a(6)  Add the following at end of paragraph:  CG, USAMMCS will 
provide the necessary support.

     2-5a(8)  (Added)  Within HQ TRADOC, Deputy Chief of Staff, Training 
(DCST), has staff responsibility for Army-wide EOD training.

     2-5b(4)  (Added)  Within HQ TRADOC, DCST has staff responsibility 
for Army-wide EOD training publications and training aids.

     2-5c(7)  (Added)  Within HQ TRADOC, Deputy Chief of Staff for 
Combat Developments (DCSCD), ATTN: ATCD-Z, is responsible for the 
formulation and documentation of all concepts, doctrine, materiel 
requirements, organizational studies, systems, and equipment test and 
evaluations pertaining to the EOD program. The EOD representative 
within DCSCD provides staff supervision for EOD actions within the 
combat developments area of responsibility.

     2-5c(8)  (Added)  CG, USAMMCS, will provide sufficient personnel to 
carry out the functions outlined in paragraph 2-5c, AR 75-15.

     2-7d.  (Added)  CONUS EODCC and EOD detachments are assigned to 
DCSOPS, HQ FORSCOM, for command and operational control, and in some 
instances, are attached to TRADOC installations for administrative and 
logistical support. FORSCOM provides EOD support to TRADOC activities 
located in their geographic area of responsibility in accordance with 
paragraph 2-2, AR 75-15, and paragraph 5-3e, AR 50-5. Direct liaison 
with local and attached FORSCOM EOD detachments is encouraged to insure 
optimum EOD service.

     2-7e.  (Added)  TRADOC installation commanding generals shall--

     (1) Provide administrative and logistical support to attached EOD 
detachments, and as required, provide administrative and logistical 
support to other EOD detachments or personnel when they are engaged in 
EOD operations on TRADOC installations or within the vicinity of their 
command. Administrative and logistical support will include, but is not 
necessarily limited to:  military pay; maintenance of individual personnel 
records; organizational maintenance support; administration of stock 
and nonstock fund activities; military justice and legal assistance; 
personnel billeting; an adequate administrative work area with provisions 
for storage of classified documents and suitable for conducting individual 
and unit technical training (classified); and a readily accessible and 
exclusive use area(s) for storage and disposal of both serviceable and 
unserviceable explosive ordnance.

     (2) Coordinate with the local USACC CO to insure that communications 
in support of EOD mission requirements are provided.

     (3) For installations with attached EOD detachments, designate a 
single point of contact (POC) to receive, record, and relay to the 
CO or a designated activity that information provided by the local EOD 
detachment when responding to an off-post request for EOD assistance 
from civil authorities. POC should be familiar with EOD operating 
instructions and available on a 24-hour basis. (Installation operations 
center may be designated as the POC.)

     (4) Upon request, provide nontechnical and non-MDS related, personal 
knowledge training to personnel of tenant EOD detachments in accordance 
with AR 350-1, as supplemented.

     (5) Coordinate all requirements for installation EOD support with 
appropriate FORSCOM EODCC. FORSCOM EODCC are assigned the following 
geographic areas of responsibility:

     (a) 542d EODCC, Fort Dix, New Jersey 08640 - States of Connecticut, 
Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, 
Rhode Island, and Vermont.

     (b) 543d EODCC, Fort Leonard Wood, Missouri 65473 - States of 
Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, 
North Dakota, South Dakota, and Wisconsin.

     (c) 546th EODCC, Fort Sam Houston, Texas 78234 - States of Arkansas, 
Colorado, Louisiana, New Mexico, Oklahoma, Texas, and Wyoming. Technical 
and training assistance to 36th EOD, Fort Clayton, Canal Zone, is provided 
by the 546th EODCC.

     (d) 547th EODCC, Fort Gillem, Forest Park, Georgia 30050 - States 
of Alabama, Florida, Georgia, Kentucky (only counties of Christian, Logan, 
Todd, and Trigg), Mississippi, North Carolina, South Carolina, and 
Tennessee, and Commonwealth of Puerto Rico and US Virgin Islands.

     (e) 548th EODCC, Presidio of San Francisco, California 94129 - 
States of Arizona, California, Idaho, Montana, Nevada, Oregon, Utah, and 
Washington. Technical and training assistance to 176th EOD, Fort 
Richardson, Alaska, is provided by the 548th EODCC.

     (f) 549th EODCC, Fort George G. Meade, Maryland 20755 - States of 
Delaware, Kentucky (less counties of Christian, Logan, Todd, and Trigg), 
Maryland, Ohio, Virginia, and West Virginia, and District of Columbia.

     (g) 36th EOD, Fort Clayton, Canal Zone, APO Miami 34004 - Canal Zone.

     (h) 176th EOD, Fort Richardson, Alaska 99505 - State of Alaska.

     (6) For installations to which FORSCOM EODCC are attached, program 
and budget for sufficient funds and publish necessary orders to satisfy 
EOD operational requirements of attached and tenant EODCC and all EOD 
detachments under the EODCC operational control.

     (7) Provide support for range clearance operations, e.g., search 
personnel with supervisors for locating and marking unexploded ordnance 
(UXO), appropriate UXO markers, bulk explosives, and any additional 
support required for range clearance projects. All range clearance 
operations shall be coordinated with the appropriate EODCC 60 days prior 
to proposed starting dates. To insure that adequate assistance is provided 
and that optimum technical planning and safety measures are considered, 
the supporting EOD detachment CO must be consulted during the 
preparation stages of the range clearance plan. Requests for EOD support 
in range clearance will contain the size of the range to be cleared, an 
estimate concerning the amount and type of munitions to be encountered 
and cleared, the level to which clearance is desired, number of searchers 
and supervisors available, and proposed clearance dates.

     (8) Coordinate EOD support for USAR and ARNGUS annual training. 
Requests for EOD support of USAR and ARNGUS annual training will be 
submitted through HQ TRADOC, ATTN: ATORI-OP-SW, to HQ FORSCOM, ATTN: 
AFOP-COD, at least 60 days prior to date EOD support is required. The 
request will contain the following information:

     (a) Estimated number of EOD personnel required. (Estimate can be 
obtained by reviewing past USAR and ARNGUS training support requirements, 
if available.)

     (b) Date of arrival of first USAR or ARNGUS unit to be trained.

     (c) Date last USAR or ARNGUS unit trained will depart.

     (d) Date EOD personnel should arrive.

     (e) Date EOD personnel will be released.

     (f) Availability of vehicles, explosives, rations, and quarters.

     (9) Upon request of HQ FORSCOM or appropriate EODCC commanding 
officer, furnish dual status written comments regarding the tenant 
EOD detachment commanding officer's manner of performance for efficiency 
report purposes in accordance with paragraph 4-5b, AR 623-105.

     (10) Maintain an Explosive Ordnance Reconnaissance Program to insure 
that Explosive Ordnance Reconnaissance Agents (EORA) are trained. The 
minimum objective for trained EORA is four agents per 1000 or fractions 
thereof of the installation's permanent population.  Preferred EORA 
include, but are not necessarily limited to, military police, security 
personnel, range safety personnel, fire protection personnel, medical 
personnel, and those personnel normally associated with emergency or 
disaster preparedness teams.  FORSCOM EOD detachments, upon request, are 
capable of providing a minimum 4-hour EORA course of instruction for 
military and civilian personnel as outlined in appendix B.

     (11) Assure that assigned military police, intelligence, key fire 
department and postal personnel, who have a need-to-know, receive 
annually, Improvised Explosive Device (IED) training. FORSCOM EOD 
detachments can provide, upon request, a 4-hour IED course as outlined 
in appendix B.

     (12) Assure that civilian and military personnel responsible for the 
conduct of IED "search and evacuation procedures" in response to bomb 
threats are trained in their responsibilities. Designated personnel 
should be able to recognize items within their area of responsibility 
that are foreign to daily operations.

     (13) Schedule and conduct IG inspections of FORSCOM EOD detachments 
as indicated in appendix C. Reports of inspection will be forwarded 
through EOD command channels to the Commander, FORSCOM, ATTN: AFOP-COD. 
Following review and evaluation at that headquarters, a copy of the 
report, with corrective actions indicated, will be returned for 
information and retention to the IG office making the inspection.
