Army Runs Into Snag With NRC Over Depleted Uranium at Schofield BarracksHonolulu, Hawaii The U.S. Army Corps of Engineers (USACE) briefed the Nuclear Regulatory Commission (NRC) on plans to begin a $80M construction project at Schofield Barracks in support of the planned Stryker Brigade training area. The project which was scheduled to begin this month with a controlled burn on a range, was not received well by the NRC. The NRC reportedly warned the USACE that they were at risk of sanctions if the project proceeded as planned due to the lack of a license to possess, decommission, or transport depleted uranium (DU) at Schofield Barracks. The use of DU at Schofield Barracks has been attributed to the training conducted between 1962 and 1968. DU was initially discovered in 2005 during a munitions clearance operation. The Army also conducted a removal action of soil suspected of containing DU at Schofield in 2008. A portion of soil from that removal was shipped off-island for disposal while additional potentially contaminated soil remains in storage awaiting shipment. This removal action is now under scrutiny from the NRC because it was the contractor and not the owner of the DU who had the NRC license to handle and transport DU. WWII UXO Found Near Busy AirportWarsaw, Poland Construction workers digging near Chopin International Airport uncovered five unexploded bombs dating back to WWII. The ordnance were discovered approximately a quarter mile away from the airport. Authorities responded and evacuated the nearby Marriott hotel while a bomb disposal team responded. The airport was not impacted during the response. One of the bombs recovered from the construction site is shown below. The bombs were all safely relocated to an area where they were properly disposed of without incident. |

WWII Era Bomb Rendered Safe for Off-Site DisposalPlymouth City, United Kingdom Construction workers uncovered a UXO in a busy part of the city. The police responded and evacuated over 500 homes and businesses including a hotel so a British military EOD unit could respond. EOD identified the UXO as a WWII era 70kg German bomb. EOD determined that the bomb was unsafe to move so they conducted a render safe procedure on the bomb's fuzing. Following the render safe procedure, the bomb was safely moved off-shore into Cawsand Bay. The bomb was kept underwater overnight before being disposed of through an underwater detonation the following morning. The water served to minimize the blast and fragmentation zone associated with the disposal operation. The detonation reportedly caused a plume those rose out of the water approximately 25 feet. |

Proposed Plan To Increase Danger Zone Due to UXODahlgren, Virginia The USACE released a notice in the Federal Register to amend the existing permanent danger zone in the waters of the Upper Machodoc Creek and the Potomac River due to concerns for UXO in the area. The change would add a 100-yard buffer to what is known as the 'Middle Danger Area' to prevent public contact with UXO along the shoreline of Naval Surface Warfare Center (NSWC) Dahlgren. The comment period for the published proposed plan is open through 10 December 2010. NSWC Dahlgren conducts RDT&E on weapons and defense systems which includes the firing of munitions into the waters of the Potomac River. Mountain Side Rescue Training Exercise Results in UXO FindCumbria, United Kingdom Members of the Duddon and Furness Mountain Rescue Team conducting a training exercise on a mountain side came across a tail fin assembly of a munition partially sticking out of the ground. One member of the team who previously served in the Royal Artillery recognized the fins as those from a mortar round. The team marked the area and moved their training away from the hillside before calling the police to report the find. |
The police responded the following morning with technical support from a Catterick-based bomb disposal squad. Rescue team personnel lead the bomb disposal technicians to the location of the partially buried mortar fins (shown in the image to the right). The bomb disposal squad safely excavated around the fins and determined that the fins were indeed attached to an intact mortar. The bomb disposal squad reported the munition as a live WWII era mortar. The bomb disposal technicians safely disposed of the mortar in place through open detonation without incident. |

Suspect Munition Item Found By DiversHonolulu, Hawaii Divers inspecting the discharge pipe at the Kahe Power Plant discovered an item in the water that resembled a munition. The divers called the Honolulu Police to report the find and described the item as a five foot long cylindrical body with fins and a propeller. The police responded with technical support from the bomb squad. As a safety precaution the surrounding area was sealed off while the bomb squad investigated. Thinking that the item was a torpedo, the bomb squad called the Navy for assistance in identifying the suspect munition. EOD identified the device as a directional buoy, not a munition item. The buoy was safely removed without incident. |

From the Front Lines - Iraq and Afghanistan 09 November 2010 Marine EOD Technician Killed From IEDHelmand Province, Afghanistan Staff Sergeant Jordan Emrick was killed when he reportedly stepped on a concealed IED. Emrick, who was 26 years old served with the 1st EOD Company, 7th Engineer Support Battalion, 1st Marine Logistics Group based at Camp Pendleton, California. He joined the Marines in 2002 immediately after graduating from high school. In addition to his tour of duty in Afghanistan, Emrick earlier served in Iraq. He is survived by his parents who currently live in Lexington, Kentucky. |
UXO Hampers Firefighting Efforts on Two Separate Range Fires 01 November 2010 Safety Concerns Raised Over Fire on Range LandLompoc, California Firefighters had to take extra precautions as they fought a fire on Vandenberg Air Force Base due to concenrs over UXO in the area. The Bear Creek fire which burned for four days scorching nearly 1,300 acres was reportedly caused by an arching power line. At one time, over 150 firefighters with the Vandenberg Fire Department, Santa Barbara Co. Fire Department, Lompoc City Fire Deparment, the US Forest Service and Ventura County Fire Department were involved in the effort. No injuries were reported. 18 November 2010 Impact Area Fire Fighting Efforts Hampered By UXOEdinburgh, Indiana The National Guard spent several weeks battling a fire that started in their impact area on 21 October. Due to concerns over UXO in the area, the firefighting efforts utilized helicopters to deliver water to the area. The fire reportedly started when a flare used in the impact area caught the grass on fire. No residential properties were ever in danger but several neighbors did voice concerns to their Congressman and the Base Commander about heavy smoke in the area. Along with the helicopter delivered water, the base conducted controlled burns in areas surrounding the impact area to keep the keep the fire from spreading. As a result of the fire, the base announced plans to place restrictions on ordnance that can be used in training including a temporarily ban on the use of tracer rounds and aircraft-dropped flares. |

The 16-inch Mk-19 Naval projectile is designed for use against personnel on the beach or inland by delivering a concentration of submunitions (M43 grenades). The one-piece forged steel projectile body has a streamlined ogive and a metal rotating band. The projectile is threaded in the nose to accept an M556 Mechanical Time fuze and a 400 gram expulsion charge. The projectile cavity contains 400 M43 fragmentation grenades, which are held in place by the base plug which is screwed into the base of the projectile. The grenades are arranged in 20 layers of 20 grenades each. The grenades are seated in the cavity behind a pusher plate with a separator dividing each layer. The grenades each contain 21.2 grams of explosive Composition A5. When the projectile is launched from a 16-inch naval gun, the mechanical time fuze is activated. After the pre-set time, the fuze functions initiating the expelling charge. The force from the expelling charge detonation pushes the grenade load against the base plug, which shears the pins and ejects the grenades into the air stream. Centrifugal force disperses the grenades radially from the projectile line of flight. When each grenade impacts the target area, an ejection charge functions the grenade 4 to 6 feet above the impact surface. The grenade explodes in an air burst designed to inflict personnel casualties in the target area. ![]() |
