UXO Technician Level I

The Department of Defense established a baseline to identify the best method for training entry level civilian UXO technicians to become UXO Technicians Level I. The baseline contains three phases: (a) requirements definition, (b) identification and review, and (c) requirements and training program integration.

UXO TECHNICIAN LEVEL 1 TRAINING BASELINE

UXO Technician 1: This skill level allows the individual to assist fully qualified personnel (UXO Technician II and above) in the following functions:

UXO Environmental Remediation Overview Knowledge and comprehension of clearance of ranges and impact areas State the purpose for clearing ranges and impact areas. Describe planning requirements for range clearance operations; and range clearance operations.
Mathematics Knowledge and comprehension of mathematics. Define metric prefixes. Describe mathematics conversions (English: metric)
Electricity Knowledge of basic electricity Define abbreviations, terms, and symbols; electrical conductivity and its characteristics in different materials; types of cells and batteries, their construction features, and process used to generate electro-motive force (EMF).
Physics Knowledge and comprehension of physics Define terms, abbreviations and symbols; forces and how they are graphically represented; Newton's 1st and 3rd laws with respect to stationary bodies, difference between weight and mass, hydrostatics with respect to fluid pressure, properties of matter, types of motion, work and energy, fuze forces, magnetism, gas laws.
Explosives and Explosive Effects Knowledge and comprehension of explosives and explosive effects Summarize the history of explosives. Define I terms, abbreviations and characteristics related I to explosives and propellants; types of high explosive groups; forms and classes of propellants; black powder; pyrotechnic and tracer compositions; explosive train; terms and abbreviations related to explosive effects; explosion and types of explosions; forms of energy produced by explosions; types of detonations; and effects of a detonation.
Fuze Functioning Knowledge and comprehension of fuze functioning Describe fundamental principles of fuzes, fuze arming and firing principles, terms and abbreviations for fuzing and components, method of employment and use, typical arming/functioning fuzes, general fuze types.
Ordnance Safety Precautions Knowledge and comprehension of ordnance safety precautions State the purpose of UXO operations. Describe the events of an UXO operation. Describe search techniques in applicable publication to positively identify fuze/f/ring systems and ordnance. Describe tasks associated with gathering information. Describe tasks associated with disposal procedures. Describe final disposition of items. Identify tasks associated with remote movement procedures. Describe documentation necessary to support EOD operations.

Detection Equipment General, physical, functional, operational and maintenance description of ordnance detection equipment State the purpose of ordnance detection equipment; operational characteristics and capabilities; describe the theory of operation; describe all major and associated components including displays, controls and indicators; describe operational tasks and preventive maintenance procedures.
Detection Equipment (Application) Field exercise and test in ordnance detection equipment Perform the tasks for operation of ordnance detection equipment; adhere to personnel and equipment safety precautions during operations.
Equipment Maintenance and Inventory Inventory and maintenance of training equipment. Ensure current and complete inventory of all equipment and current maintenance requirements are complete.

UXO Remediation Operations Planning Knowledge and comprehension of the elements of UXO remediation operations planning. State the purpose for clearing ranges and impact areas. Describe planning requirements for range clearance operations; and range clearance operations.
UXO Remediation Operations Planning Practical Exercise Practical demonstration of knowledge and comprehension of UXO remediation operations planning. Demonstrate an understanding of all elements of UXO remediation operations planning.
Personal Protective Equipment Knowledge and comprehension of all relevant personal protective equipment. Understand the capabilities and limitations of personal protective equipment and demonstrate the ability to don and doff appropriate personal protective equipment.

Demolition Materials Knowledge and comprehension of demolition materials State the purpose of specialized explosive techniques. Define common abbreviations and terms used with specialized explosive techniques. Describe tools and equipment used during demolition operations; demolition accessories; electric power sources and test sets used with demolition circuits; demolition charge initiators; demolition charges, charge kits and assemblies.
Firing Systems Knowledge and comprehension of firing systems Describe detonating cord demolition procedures, non-electric firing systems, electric firing systems and general safety precautions for preparation and firing of demolition materials.
Non-electric Firing Systems Application Field exercise and test in non-electric firing systems Practical demonstration of student's knowledge and comprehension of non-electric firing systems.
Electric Firing Systems Application Field exercise and test in electric firing systems Practical demonstration of student's Knowledge and comprehension of electric firing systems.
Disposal Procedures Knowledge and comprehension of disposal procedures for conventional explosives and hazardous materials State the purpose for disposal procedures for conventional explosives and related hazardous materials. Describe the methods of disposal; the types of ammunition and explosives that may be disposed of by authorized methods; requirements for disposal operations; safety precautions for disposal operations and demilitarization of conventional explosives and related hazardous materials.
