Hawaii UXO Earmarks for FY2011 Defense Budget

Washington, D.C. The office of Senator Daniel K. Inouye, D-Hawaii issued a news release on their website on the earmarks slated for Hawaii in the FY 2011 Defense Appropriations Bill recently approved by the Senate Committee on Appropriations. The earmarks include over $7M for UXO related projects including:

$1.75 million for initiatives related to military munitions, particularly along the Leeward Coast as part of the $5M Army Conservation and Ecosystem Management Funds to support the Army's stewardship of the land through ordnance monitoring, fire control management, and community outreach.

$3M for the Hawaii Undersea Military Munitions Assessment project to assess the location, condition, and potential risk to human populations and the environment of discarded military munitions, including chemical munitions, disposed off of Oahu between 1933 and 1946.

$3M for the Pacific Island UXO Detection and Munition Study which will focus on integrating airborne and ground sensors for "rapid UXO detection" in wet, highly weathered, and densely forested environments.

The spending measure passed the full committee by a vote of 18-12 with Chairman Inouye voting in favor of the package. The measure will now go before the full Senate for a vote.

DDESB 6055.09 Standard Update Released

Washington, D.C. The Department of Defense Explosive Safety Board (DDESB) Administratively Reissued their Explosives Safety Standard "DoD Ammunition and Explosives Safety Standards: 6055.09-M". In the re-issue process, the 6055.09 standard was reclassified as a "Manual" and was issued in a series of eight separate volumes.

The volume which impacts the UXO industry the most is Volume 7: "Criteria for UXO, Munitions Response, Waste Military Munitions, and Material Potentially Presenting an Explosive Hazard (MPPEH)". Specifically within Volume 7 are enclosures on several topics including enclosures for UXO, Real Property Known or Suspected to Contain MEC and chemical agents (CA), and MPPEH.

The revised Manual is close to the version that was updated and released in February 2008. However, the revised manual does have some interesting new or revised requirements that are worth noting.

For starters, in the manual, the DDESB recognizes that environmental regulators and safety officials may "challenge a DoD field expert's decision as to whether or not a munition item found is safe to move". The manual states that such challenges may need to be elevated to higher levels of authority for resolution. It was not clear as to what is meant by "higher-levels" or who has the ultimate authority in the process.

Another requirement added is the requirement that the MMRP UXO Safety Officer (UXO SO) ensure that all detonation sites are inspected after each detonation or misfire. The UXO SO is required to declare the area safe before personnel are allowed within Minimum Separation Distance (MSD) from the detonation site. For the most part this was being done in the field anyway but at some sites it was not the UXO SO who carried out this duty.

UXO Related Construction Project Needs Your Help

Dawnville, Georgia A small but very important construction project due to start next week needs your help. The goal of the project is to build a home for 24-year old Joey Jones, a Marine EOD Technician who lost both legs last month due to an IED incident in Afghanistan. The handicapped-accessible home will provide this EOD hero a comfortable and safe place to live close to family and friends.

Many companies and individuals have supported the cause including construction subcontractors who offered to provide their services at no charge. Several building material companies have donated material for the project. However, the project is still short on its goal.

A local church pastor who is helping manage a fund raiser for Joey said that the family still needs around $28,000 to complete the project. Those in the UXO industry who are interested in supporting this great cause can make donations to Regions Bank, 509 S. Thornton Ave., Dalton GA 30720, with checks made to the "Joey Jones Fund.". Pastor Boyd can also be reached at 706-872-5391.

According to Jamie Jones, a local reporter with "The Daily Citizen", Joey is scheduled to be transferred to Walter Reed Medial Center in Bethesda, Maryland on Monday where he will undergo additional physical therapy and rehabilitation. He is reported to be good spirits and is determined to get his independence back.

In 2005, DND created the Unexploded Ordnance (UXO) and Legacy Sites Program to manage UXO risk on behalf of DND at legacy sites, both on land and offshore. The program was created to address a known problem:

  • With numerous former military sites having the potential to contain UXO and with the legal liability that such conditions represent for DND, Senior Management in DND created the UXO and Legacy Sites Program to manage UXO on those sites.
  • Former training areas are being encroached upon by expanding urban populations.
  • These issues cannot be left to chance or the occasional clearance project - there needs to be consistency and there needs to be a comprehensive and enduring DND UXO Program.

Fires at Two Separate Munitions Manufacturing Plants Under Same Parent Company

Seneffe, Belgium A fire broke out in a munition factory owned by Mecar, a subsidiary of Britain's Chemring Group, which caused a series of explosions lasting for nearly two hours. The fire started in what was reported as the final assembly line of medium caliber ammunition. The exact cause of the fire is under investigation.

The munitions plant employs close to 400 workers who were evacuated. One worker was transported to the hospital for the treatment of minor non-life threatening injuries. The Mecar munitions factory located in central Belgium produces grenades, mortars, artillery projectiles and various pyrotechnic devices for several NATO countries. A nearby roadway was closed during the response but was reopened later that same day after the fire was contained.

Approximately one week later (15 September) at another munitions manufacturing facility owned by the Chemring Group, the Kilgore Corporation munitions plant located in Toone, Tennessee also had an explosive incident. In what was reported as a "flash-fire", at least six people were injured during the incident including three critically wounded. The explosion and resulting fire were contained to one building which was heavily damaged. Fire fighters elected to let the building burn down due to other potential explosive hazards within the building. The cause of the accident is under investigation. The Toone plant has been in operation since 1960 with history that includes an explosion in 2001 which killed one employee.

The two plants share the same parent company, the Chemring Group PLC based in the U.K., who manufacture airborne IR decoy flares and other pyrotechnics.

Explosives Courses Offer Civilians Valuable Training

Columbus, Texas Explosives training courses have traditionally been focused towards EOD/UXO and law enforcement personnel. However, in these days of increased terrorist threats from IEDs focused on civilian targets both in the U.S. and aboard, the need exists for explosives awareness training for civilians. Bonetti Explosives is meeting that need through the Explosives Awareness Course. The class is designed to provide civilians a firsthand look at what explosives look like and what they are capable of doing. The course is designed to help students recognize explosive components such as detonators and det-cord as well as various types of common explosives used by terrorist so that they can better inform the police and investigators if they encounter any future threats.

A recent student of the course, Larissa Lindsay, a security specialist for Planned Parenthood, had this to say about the class, "Realizing that hearing about "explosive devices" on the news was not going to help me recognize and understand them, I was happy to discover Bonetti Explosives. The aftermath was a grim reminder of what such a small amount of explosives is capable of doing when in the wrong hands. The course also reviews proper security measures for UXO which represents a hazard in more ways than just to the unsuspecting passerby.

Marine EOD Program Suffers Loss in Afghanistan

Afghanistan Marine EOD Master Sgt. Daniel Fedder, 34, was killed by a roadside bomb in Helmand Province. The Camp Pendleton-based Marine was assigned to the 1st EOD Company, 1st Marine Logistics Group, I Marine Expeditionary Force, on his first deployment to Afghanistan. Prior to deploying to Afghanistan, Fedder had served two tours in Iraq in 2004 and 2006.

The 16-year veteran of the Marine Corps from Pine City, Minnesota was awarded more than a dozen personal service awards, including the Purple Heart during his time in the Marines. He leaves behind a wife and two children.

Army EOD Officer Killed In Combat

Bagram, Afghanistan U.S. Army Captain Jason T. McMahon died of wounds suffered after insurgents attacked his unit with indirect fire. McMahon, 35, was an Ordnance officer commanding for the 744th Ordnance Company, 184th Ordnance Battalion (EOD), 52nd Ordnance Group, based in Fort Campbell, Kentucky. He joined the Army in 1996, gained his commission in 2006, and arrived at Fort Campbell in 2008.

McMahon was a decorated hero with numerous awards and decorations including: a Bronze Star Medal; a Purple Heart; Meritorious Service Medal; Army Commendation Medal; Army Achievement Medal; National Defense Service Medal; Afghanistan Expeditionary Medal; and an Iraq Campaign Medal among other awards and achievements. McMahon is survived by his wife, three daughters, and parents.

Public UXO Awareness Training Scheduled for Nantucket

Nantucket, Massachusetts the USACE New England District plans to hold public UXO safety awareness training this month to educate area residents on the hazards of UXO associated with the Nantucket Beach FUDS. The FUDS is located in the Tom Nevers Area and consists of approximately 2,900 acres of land. The land was initially leased by the U.S. Government from September 1943 until June 30 1946 to support operations at the Quonset Naval Air Station including aerial rocket and gunnery training.

Three ranges were used in the area during the 1940s including the Nantucket Beach aerial rocket range which is currently owned by the Nantucket Conservation Foundation, Town of Nantucket, Land Bank Commission and private owners. Portions of the site are publicly accessible.

The USACE also released an information brochure on UXO awareness for the area which can be viewed using the download link below. The UXO awareness meeting was scheduled for 28 September at the Nantucket High School cafeteria at 10 Surfside Road. The meeting is open to the public.

Description

Photoflash bombs are thin walled bombs designed to burst in air to produce a light of high intensity for night photography. The M122 Photoflash Bomb is loaded with 75 pounds of photoflash powder through an access hole in the rear position of the body. A burster, issued separately, is assembled in the bomb case before the bomb is loaded. The burster extends from the nose fuze well to the base plug. The body is adapted for a nose fuze (M147A1 or M909 w / nose vane T582) and is shipped with the fin assembly attached. When the bomb functions, it emits a large light flash (i.e., like a giant flashbulb on a old style camera) and was used in early years to provide illumination for aerial night photography.
