UXO Technician Levels

DDESB Minimum Qualifications for UXO Technicians and Personnel 20 December 2004

The DoD Explosives Safety Board (DDESB) released revised Minimum Qualification Standards for UXO Technicians and Personnel performing munitions response, range clearance activities, range maintenance, and inspection or certification of UXO and related range debris. Significant changes include allowing graduates of formal training courses (outside of NAVSCOLEOD and Army Bomb Disposal School) to be eligible to serve in all positions including Senior UXO Supervisor with the accompanying appropriate years of experience. DDESB also lowered the minimum years of experience requirements for most positions and is allowing graduates of a military EOD school from Canada, Great Britain, Germany or Australia to be eligible for UXO positions. The qualifications are for commercial UXO industry personnel and do not apply to U.S. Military EOD.

UXO Safety Officer Notes 1,2 or 3 8 Experience in all phases of munitions response actions or range clearance activities, as appropriate for the contracted operation, and applicable safety standards.
UXO Quality control Specialist Notes 1,2, or 3 8 Experience in all phases of munitions response actions or range clearance activities, as appropriate for the contracted operation, and the transportation, handling and storage of munitions and commercial explosives.
Senior UXO Supervisor Notes 1,2, or 3 10 Significant experience in all aspects of munitions response actions or range clearance activities, as appropriate for the contracted operation. Five years experience in supervisory positions.
UXO Technician Level III Notes 1,2, or 3 8 Prior military EOD and/or commercial UXO experience in munitions response actions or range clearance activities, as appropriate for the contracted operation.
UXO Technician Level II Notes 1,or 2 NA Prior military EOD experience.
UXO Technician Level II Note 3 3 Experience in munitions response /range clearance operations as appropriate for the contracted operation, plus specific project/explosives safety training.
UXO Technician Level I Note 3 0 Successfully completed formal course of instruction to this skill level.
UXO Sweep Personnel Equipment and site-specific training NA Safety equipment and site specific training.
Notes:
1. Graduate of a military EOD School of the United States.
2. Graduate of a military EOD School of Canada, Great Britain, Germany, or Australia.
3. Graduate of a formal training course of instruction or EOD assistant courses.

UXO Technician Level II Notes 3 5 Experience in UXO remediation/range clearance operations. Plus specific project/ordnance training.
UXO Technician Level I Notes 1,2 or 3 0 Successfully completed approved course of instruction to this skill level.
UXO Sweep Personnel Site training NA Equipment and site specific training.
Notes:
1. Graduate of the Army Bomb Disposal School at Aberdeen, MD.
2. Graduate of the Naval EOD School
3. Graduate of a Department of Defense certified UXO Training Program
4. Years of experience - for computational purposes, 1 = 1,740 hours.
