UXO Site selected: Birmingham CWS Mixing Plant #2, AL

Location: The former Birmingham CWS Mixing Plant #2 was located on approximately 2.2 acres of land midway between Sixth and Seventh Avenues North and between the former Thirty-second and Thirty-third Streets North, Birmingham, Jefferson County, Alabama.

Brief History: Birmingham CWS Mixing Plant #2 was one of three separate, but related, CWS plants located in Birmingham, AL, and operated by the Ferro Enamel Corporation and leased from the Birmingham Realty Co. The Chemical Warfare Services operated the plant from August 1944 until the end of the war. During that time, the plant made a chemical called “hexachorethane”, which was the main ingredient in the white HC smoke mix. Hexachorethane is only toxic in high concentrations. After being made and bagged in the mixer/bagger rooms, the final product was stored in the warehouse section of the building until final railroad shipment to other installations was completed.

Activities Completed: The Archives Search Report (ASR) for the Birmingham CWS Mixing Plant #2 was completed by the U. S. Army Corps of Engineers, St. Louis District, in June 1994.

Issues: The Huntsville Center Technical Advisory Group reviewed this ASR on 21 MAY 198 and determined that this site is ineligible for consideration as an OE Project and the strategy is NOFA. A revised RAC form is attached reflecting a score of 5.
