Location: 4 miles north of Klamath Falls; adjacent to the Oregon Institute of Technology

Brief History: The former Kingsley Firing Range Annex was activated in 1944. Initially it was part of a 734-acre complex called the Marine Barracks and Medical Facility, which was used for U. S. Marine personnel who had contracted tropical diseases. The Department of the Navy decided to close the treatment center, and in October 1947 it was transferred to the Oregon Technical Institute for use as a training institution for returning veterans. The range was approximately 206 acres, of which 160 were leased for use as an impact area for the range. The U. S. Air Force maintained the property as a small-arms firing range from February 1965 until the active-duty Air Force mission was assumed by the Oregon National Guard. The three parcels of land comprising the rifle range were individually conveyed to other organizations or persons shortly after the Air Force declared the range as "excess." By 1987, no land remained under DOD ownership.

Range / Site Description:

The site consists of approximately 206 acres of relatively flat land in the foothills above the City of Klamath Falls. Elevation is approximately 5,100 feet. Much of the area is covered by sparse grass/weeds and is quite rocky. The site itself is uninhabited, but adjacent properties have been developed for single-family residences.

The following improvements were constructed on the site: 1) a wood-frame administration building; 2) two concrete ammunition buildings; 3) a small wood-frame range building; 4) a small wood-frame restroom building; 5) a steel shipping container used for storage; 6) several wooden poles; and 7) a water system between the administration building and one firing range.

Activities Completed:

An Archive Search Report (ASR) was conducted by the USACE in 1995. The ASR recommended an Engineering Evaluation/Cost Analysis (EE/CA) for the site.

In December 2004, the EPA completed a combined PA/SI assessment which included the collection of soil and creek sediment samples, as well as a sample of groundwater from an on-site domestic well. Samples were analyzed for metals and nitrate-based explosive compounds. The groundwater sample was also analyzed for perchlorates. Several soil samples contained elevated levels of lead and a few other metals of concern, such as mercury and arsenic. No samples contained significant concentrations of nitrate-based explosive compounds; the well water sample contained no contaminants of concern, although vanadium levels were elevated in the sample.



Issues: The entire range is fenced and there are two locked gates on the access road to the range. Land use for the site is identified as "wildlife." There is a low-density residential area under development adjacent to the range, but the perimeter fence and the second of two locked gates separates the two properties. It is possible that this site could be a target for development in the near future.
