UXO Site selected: ROSEBURG RIFLE RANGE, OR

General Area: Roseburg, OR

Site Type/Program: FUDS

Location: The site is located in the foothills just east of Roseburg. The property slopes north to south, with approximately 500 feet of relief. The southern end of the site lies at about 500 feet above mean sea level. A commercial property borders the site to the west. Grazing lands and State Highway 138 (North Umpqua Hwy.) border the site to the south. Grazing lands border the site to the east. Areas north of the site appear undeveloped.

Brief History: The site includes approximately 34 acres of formerly government owned land and 198 acres of private land. The former range included a concrete target butt, butt house, and pistol range with a dirt impact berm. Three buildings are present on-site, including the former range's butt house, an existing building formerly used as a clubhouse, and a building under construction. The site is zoned Mixed Use, a designation allowing a multitude of industrial and commercial operations. Multi-family housing is permitted conditionally in this zone.

Range / Site Description:

The Portland District Army Corps of Engineers (Corps) conducted a Preliminary Assessment (PA) of the site 5/28/92. During a reconnaissance inspection, a concrete target butt, butt house, and a pistol range with a dirt impact berm were observed. The construction of the concrete target butt and butt house probably occurred soon after the government obtained the property in December 1946. The pistol range was likely constructed during the Vietnam era. While the former range was active, thousands of rounds of ammunition were fired into target-butt and impact-berm areas of the rifle and pistol range. Target-butt and impact-berm soils are likely permeated with bullet slugs and jacketing material. It is possible that other areas of the 34-acre parcel and the 198-acre 'firing fan' also have accumulations of bullet slugs and jacketing material. The current property owner has not noted any lead slugs in soil during recent construction activities (or at any other time).

EPA completed its PA in late 2004, having collected two surficiall soil samples in the "target fan" area and one surface soil sample in a background location. Both soil samples from the target fan area contained high levels of lead (4,180 and 6,870 parts per million, respectively, compared to a background level of 22.8 ppm).



Associated Munitions: Small rifles (5.56 and 7.62 mm), pistols (Caliber .30 and .45), practice rockets (3.5-inch), practice mortars (60 mm), and practice hand-grenades were fired or launched at the range. During the Corps' inspection, many 7.62- and 5.56-mm expended slugs were observed in berm soils. There is no documentation that live explosives or other live ordnance were used at the site.

Issues: The US Army Corps of Engineers has requested DEQ concurrence of the Corps' no further action decision for a "Building Demolition/Debris Removal" project associated with the site. Since the on-site buildings remain in use and are not known to be an environmental issue, DEQ concurs with this request.

Other Information: Based on the results of EPA's three-sample investigation, EPA has determined that the site does not require further federal action (i.e., EPA does not consider the site of Superfund caliber). However, the high levels of lead in the two samples collected suggest the possibility of significant and widespread surface soil contamination with lead and other metals adjacent to property in active use by the church. Therefore, further investigation of this area is needed, under a high priority.
