UXO Site selected: Toussaint River Dredging, OH

General Area: Port Clinton, OH

Site Type/Program: Dredging & Beach Replenishment Sites

Location: The former Erie Army Depot, Ottawa County, OH, is located along the western shore of Lake Erie.

Brief History: Camp Perry was established in 1907 by the state of Ohio for the training of the state National Guard. Part of the camp was used to establish the Erie Army Depot in 1918. For close to 50 years (1918-1965), the site was used by the Army for testing and proof-firing of artillery and as an ordnance storage and issue center. The Erie Army Depot was excessed by the GSA in 1966 and closed in 1967.

Range / Site Description: In 1991, the USACE District, Buffalo, initiated a Civil Works dredging operation on the Toussaint River where it enters into Lake Erie. A hydraulic dredge had nearly completed the 42,OOO-m3 (55,000- yd3) project when a 106-mm artillery projectile was found jammed in the cutter head and the Buffalo District immediately halted dredging operations. Subsequent

Associated Munitions: Artillery munitions - 20mm to 155 mm in size. Other munitions found include bombs, fuzes, rockets and mortars.

Activities Completed: UXO investigation and removal actions were conducted along the beach of the former Erie Army Depot (from the mouth of the river to approximately 3 miles east) in 1992 by the USACE Huntsville District. During the removal action, over 5,000 items of ordnance ranging in size from 20 mm to 155 mm.

In September 1993, the Waterways Experiment Station (WES) conducted geophysical and oceanographic field investigations to document the site geological conditions and the influences of coastal processes on ordnance distribution patterns. The results of the study indicated onshore and limited alongshore ordnance migration patterns.

The Buffalo District, under the FUDS conducted a demonstration dredging project on the Toussaint River from 10 July through 26 October 1995, that was specifically designed to address the UXO presence. The purpose of this demonstration project was to evaluate the operational effectiveness of a modified clamshell bucket dredging process designed to safely separate and retrieve UXO from the sediment prior to its disposal. During the demonstration, 14,757 m3 (19,300 yd3) of sediment were dredged, 31 inert pieces of ordnance were located and removed, and 6 live UXOs were destroyed (totaling 258 kg (568 lb) of scrap).

In 2009, the USACE conducted a Non-Time Critical Removal Action (NTCRA) the scope included the shoreline and the water to a depth of 3 feet out to 400 feet from the mean low water tide mark.
