ESTCP Releases FY08 Solicitation

The Environmental Security Technology Certification Program (ESTCP) released their solicitation / call for proposals for FY 2008 funding. The program is open to both federal organizations and private industry and is designed to fund technology demonstration and validation projects.

For the Munitions Management program they are seeking technologies to Detection, Discrimination, and remediate UXO. Under the Detection and Discrimination area they are seeking:

  • Integrated systems which can survey tracks of land, detect potential munitions, discriminate munitions from clutter, or cost effectively screen large areas;
  • Systems that are cued by other survey technologies, which can cost effectively, non-invasively interrogate the suspected item and discriminate munitions from clutter or explosive-filled rounds from inert training rounds;
  • Signal processing technologies that can exploit the current state-of-the-art magnetic and electromagnetic induction survey data to improve discrimination capabilities;
  • Technologies supporting advanced detection and discrimination, including but not limited to geolocation, reacquisition of anomalies and quality assurance/quality control tools;
  • Technologies applicable to detection and discrimination of munitions in underwater environments, particularly in water depths from 15 to 100 feet.
For munitions remediation topic, the ESTCP is seeking technologies that:

  • Can cost-effectively remediate single munitions items whose location and depth have been identified;
  • Clear heavily contaminated areas where identification of individual isolated items is not feasible or cost effective; or
  • Treat scrap material (i.e. MPPEH), particularly in daily production quantities on ranges, to make it safe for disposal.
