Position Description - Senior Explosive Ordnance Disposal (EOD) Technical Advisor (TA) - Kabul, Afghanistan
Position Overview and Primary Responsibilities:

The Senior Explosive Ordnance Disposal (EOD) Technical Advisor will be overall responsible for advising, training and overseeing the EOD aspects of the US Department of State's Weapons Removal and Abatement (WRA) Program. He/she will report to a Task Order Project Manager and be prepared to oversee the following areas: use, care and maintenance of commercially procured EOD equipment; technical aspects of EOD operations, to include detection, identification and disposal of UXO; demolition procedures for individual or stockpiled munitions; and reporting and recording of UXO, UXO incidents and clearance data IAW nationally and internationally accepted standards.

Required Experience:

  • Graduate of a formal, in residence military EOD course
  • A minimum of ten years of operational/field EOD experience
  • Five years of demonstrated supervisory and management experience of WRA operations, to include planning, resource allocation and report writing
  • Individual must meet the qualification standards for Level 4 (EOD) in International Mine Action Standards (IMAS) 09.30
  • Familiarity with US Government and United Nations demining and explosive remnants of war programs and guidelines, in particular the IMAS
  • Operational EOD experience in multiple countries
  • Cultural awareness, sensitivity, responsiveness to local environments, and ability to work within an ethnically diverse team structure

Desirable Special Knowledge or Skills:

  • As the majority of ammunition that is anticipated to be encountered will be ground or aerially delivered, EOD experience in identifying and dealing with those particular categories of munitions would be extremely beneficial
  • Additionally, since a cornerstone of US Government WRA programs is capacity building, experience in providing instruction in technical subjects (e.g., demolitions) to foreign personnel, would also be helpful
  • Experience working in developing countries in remote locations, austere living conditions and challenging environments, would be beneficial and advantageous
