Ashland [UXO] Contractor Pleads Guilty to Bribery Charge

PORTLAND - An Ashland defense contractor acknowledged Monday [April 18, 2016] that he bribed a U.S. Army Corps of Engineers program manager to secure $171 million in contracts over a decade.

The 73-year-old contractor, who goes by the singular name Sky, pleaded guilty in federal court to conspiracy and could face a maximum of five years in prison at his Oct. 11 sentencing. Lawyers for both sides indicated a sentence of about two years is more likely.

UXO Contractors - Don't Let 3 Years of Work Pass You By

Huntsville, Alabama In an announcement posted on April 15, the U.S. Army Engineering and Support Center Huntsville announced their intent to extend the existing Small Business Worldwide Environmental Remediation Services (WERS) contracts by three years. This represents a 60% increase in the total contract period of performance, thus providing an eight year contract for the existing seven small business contract holders.

By policy / design the U.S. Army Corps of Engineers (USACE) limits the bulk of the UXO work to 'Munitions Design Centers' - considering that each Design Center has major large scale multi-year contracts (e.g., WERS, MAMMS, MEGA) there are only a few USACE contract opportunities that open up over the years as is. Extending one of those major contracts by 60% to only the current seven contractors / teams by three years not only impacts other small business trying to grow, and essentially provides an un-fair competitive advantage for future opportunities to those companies fortunate enough to obtain eight straight years of experience with Huntsville.

DoD Offers Unique UXO Discrimination Incentive

UXO Discrimination is a term used in the industry to define the ability of a geophysical sensor or process to distinguish a UXO item from a non-hazardous piece of scrap or metallic debris. A significant portion of DoD's research and development (R&D) budget related to UXO over the past seven (7) years (or more) has been dedicated to improving UXO discrimination capabilities. The idea is that improved UXO discrimination will result in a savings to DOD (i.e., less holes to dig as only known UXO items will be removed and non-hazardous scrap will be left in place).

Baltimore Districts Issues Presolicitation Notice for MAMMS

The USACE Baltimore District issued the presolicitation notice for the long awaited Multiple Award Military Munitions Services (MAMMS) contract. Two presolicitation notices were issued, one set-aside for small business and one unrestricted (i.e. open to large and small businesses). The total funding capacity for the MAMMS contract is estimated at $300M to be awarded under as many as 11 separate contracts.

The scope of the contracts to be awarded are for "various Military Munitions (MM) & Environmental Remediation Services in support of the U.S. Army Corps of Engineers (USACE) Baltimore District MM Design Center as well as the Baltimore Districts MM remedial and removal missions. The primary focus of the MAMMS contracts is on "environmental projects that are contaminated with Munitions and Explosives of Concern (MEC) or Munitions Constituents (MC)". Fort McClellan UXO Cleanup Gets Funding Boost

The UXO Cleanup at Fort McClellan has been on-going since the base closed under the BRAC program back in 1999. To date, almost $27M has been spent on environmental cleanup at the base. An organization known as the Joint Powers Authority (JPA) oversees the UXO cleanup and the funding allocated by Congress.

USACE Huntsville Small Business Market Survey for MMRP Projects

Huntsville, Alabama - The U.S. Army Engineering and Support Center, Huntsville, is evaluating the ability of small businesses to perform future projects supporting the Military Munitions Response (MMRP) and Hazardous, Toxic and Radioactive Waste (HTRW) Programs.

Businesses must be able to perform all aspects of MMRP and HTRW. Projects may occur at sites located in the continental United States and outside the continental United States. Overseas operations also include logistical support and security operations for personnel, materials and equipment in dangerous areas or war zones.

Funding Available For Implementing UXO Technologies

The Environmental Security Technology Certification Program (ESTCP) is tasked with managing a 2007 Defense Appropriation to execute a "UXO Innovative Technology Transfer" project. The purpose of the special project is to conduct evaluations of innovative UXO technologies at actual military munitions response sites in coordination with remediation project managers. The goal of this project is to accelerate the transfer of effective new technologies into field use, a long-standing challenge for DoD.

Fort McCoy Contracts for UXO Wide Area Assessment

Fort McCoy, Wisconsin  The installation recently awarded a contract to Battelle for a wide area assessment of the Badger Drop Zone to search for UXO. According to the Army, a review of historical records associated with the site indicate that the drop zone area was used as an impact area from approximately 1905-1972. The survey will cover approximately 800 acres including Range 53, a former mortar impact range used during the 1950s. Reportedly the area has been surface cleared of UXO in the past but concerns over the potential for UXO to migrate during the freeze / thaw cycles necessitated the need for the survey. The contractor will use a helicopter mounted system to survey the area.
